Making a Non-English Version of Toolbox

It is easy to make a non-English version of the Toolbox program. The user interface translation package below is a Toolbox project into which you enter your translations of the Toolbox menus and messages. It offers three levels of translation. Basic User level is for dictionary editing, about 100 items. Advanced User level is for day to day work, about 500 items. Consultant level is everything, about 1000 items.
