Designing a literacy program

• Define the overall program goal.
• Define specific objectives for each major component of the program.
• Define and develop the strategies to be followed in achieving these objectives.
• For each program objective and strategy, prepare a detailed plan of activities for achieving or implementing it.
• Prepare a detailed plan of action to implement the program.
