Factors for deciding on a source of funding for a literacy program

If your literacy program involves any significant number of participants and staff, you need to decide how you will cover the costs involved. The basic decision is whether or not to seek external funding for the program.

Here are some questions to help you identify factors for deciding on a source of funding for your literacy program:

 
  • How much total funding is going to be needed? Can this level of funding come only from internal sources?
  • What is the local economic situation? Will depending on local funding pose a hardship for the local community?
  • How quickly must the program seek to achieve program goals?
  • Is the literacy program and the local community likely to be looked on with favor by some external agency?
  • What does the local community think about a funding source?
  • Are there local institutions that will directly or indirectly assume a major responsibility for literacy funding such as a church, a cooperative, a local non-governmental agency (NGO), or other local or regional agency?
  • Is external funding likely to create dependencies, cultural dislocations, or economic problems in the local community?
  • Is there a compelling reason for moving quickly such as a national policy initiative, a high level of local motivation, or an economic or ecological urgency?
  • Are there technical and professional mechanisms able to handle the requirements of external funding such as reporting, accounting, and evaluation?
  • Can the local people afford to pay a fee in cash or in kind for services rendered?
