Burns (SIL linguist) presents a language problem area among the highland Quechua of three Peruvian states: Ayacucho, Huancavelica, and Apurimac. Here an "incalculable percentage of the rural population are monolingual Quechua speakers" (page 403). Their isolation concerns Peru's cultural, political, and scientific institutions that desire to incorporate this population into the national structure. | |

Focuses on a program whose purpose is to open a medium of communication for the Quechua population at the primary education level. Over 70 percent of the area's Quechua-speaking children never enroll in primary schools. Describes a two-year pilot program (instituted in 1964 by Peru's Ministry of Education), based on using the mother tongue to prepare monolingual Quechua children for the first year of common primary school. Describes materials and methods used and the communities and bilingual teachers selected for the project. Reports results, problems encountered, and implications for the future. | |
