In October 1986, the Ghana government issued a policy statement that all children from primary Grades 1 to 3 should learn to read in their mother tongue. Many people were concerned about literacy materials, especially people from languages that had never been analyzed. With only 11 of Ghana's 60 languages getting government sponsorship, how could these needs be met without government funding? Dr. Andrew Ring (member of the Ghana Institute of Linguistics, Literacy, and Bible Translation) proposed a course to meet this need, a literacy development seminar. Was to include

• basic linguistic analysis
• primer preparation, and
• small literature book production.

Proposed course would run for two months and would be funded by community support and involvement.
