Summary
 

Discusses impact of elementary and high-grade literacy on a society. Presents a sound argument that elementary literacy alone, the ability to read, or the ability to read and write in ordinary ways can do little to change a society. High-grade (university-level) literacy has the "ability to make objective knowledge, including science and literature, available ... to anybody with elementary literacy" who is willing to upgrade his or her knowledge. Recognizes positive contributions of literacy. Also argues that an oral society can conceivably participate in the world today by maintaining a system that has worked for them.
