Summary
 

Dr. Loewen's famous admonition of "Scratch where it itches" applies to literacy programs as well as other facets of life. As with other aspects of communication, it is often difficult in literacy to discern the itchy area. Among the Kanite and Inoke people of the Eastern Highlands of Papua New Guinea they asked questions. Answers to "What are you interested in reading about?" and "What do you want to learn in class?" do not give an accurate guide for planning a program. The people often do not buy books on subjects they originally expressed an interest in.
