Here are some cost factors for costing linguistic research and language development work:

  • Baseline data gathering on such things as

    • numbers of potential students (male and female)
    • a profile of basic literacy in the area
    • a profile of literacy among adults
    • nature and extent of bilingualism or multilingualism
    • levels of literacy among those literate, and
    • numeracy needs.
Things to do
  Here are things to do when you estimate costs for linguistic research and language development work:
 
  • Estimate the number of man-months of work needed to do the required research.
  • Estimate the cost to hire researchers for the time required.
  • Estimate other research related costs.
    • Travel
    • Equipment
    • Hiring language associates
    • Living expenses
    • Incidentals such as medicines, research permits, visas, or communication
  • Estimate costs for testing activities, opinion polls, and decision making gatherings.
    • Travel
    • Communication costs
    • Costs of testing materials such as survey instruments or test publications
    • Costs of arranging for a conference or committee gathering of key local people such as travel, entertainment, or honoraria
  • Estimate costs for publication and distribution of research results or policy documents.
