Determining literacy program sponsorship

 

Introduction
 

There are two areas of program sponsorship and sponsoring agencies that must be considered in program planning:

 
  • Authorization
  • Funding
Sponsorship agencies
 
Authorizing agencies
 

There may be several levels of authorizing agencies. Each needs to be consulted for the appropriate authorization.

 

Here are some kinds of agencies which are possible authorizing or sponsoring agencies for a given program:

 
  • National level

    • Ministry of Interior
    • Ministry of Education
    • National Adult Education Association
  • Regional or provincial level

    • Provincial education office
    • Provincial office of adult literacy
    • Appropriate religious agencies
    • Provincial political officials
    • Relevant NGOs
  • Local level

    • Community leaders
    • Relevant NGOs
    • Relevant religious leaders or agencies
    • Relevant development agencies
    • Relevant businesses
 

Depending on your situation, you may need any or all of the following from an authorizing agency:

 
  • Permission to do a feasibility study
  • Approval of a specific proposed program
  • Authorization to carry out a program
  • A negotiated agreement dealing with matters such as reporting relationships, approval of specific project components, and certification of graduates
 

Many local level literacy programs will be carried out under some larger umbrella agreement or contract. In such cases, some of the higher level issues of authorization are taken care of. You then need to focus primarily on the agencies which operate at levels below that of the umbrella level.

Things to do
  Here are some things to do to insure that you have adequately addressed the sponsorship issue:
 
  • Discuss the question of sponsorship with appropriate officials in your agency to determine what steps you need to take to be sure you have high level sponsorship.
  • Take the steps suggested by your supervisor with respect to high level sponsorship.
  • Consult with appropriate persons, consultants, or officials at the regional level to determine what steps need to be taken with respect to sponsorship at that level.

    This could take the form of a courtesy visit, a document submitted for approval, a written contract for signing, or an informal recognition of partnership.

  • Consult with appropriate persons, leaders, consultants, or officials at the local level to determine what steps need to be taken with respect to sponsorship at the local level.

    This will most likely take the form of courtesy visits, oral permissions, or letters of authorization.

  • When choices have to be made between agencies at the regional or local levels, consider carefully the pros and cons before making a decision.

    You will probably want to get counsel from experienced friends or colleagues on this matter.

  • If your program is to be strongly community based , then much of the sponsorship issue resides at the community level and most of the decisions will be made at that level.
