Preparatory work for a literacy program may involve

 
  • collecting information about the language community that affects program design
  • doing linguistic research to develop an orthography for literature production, and
  • networking with individuals and groups in the community.

Funding agencies may have guidelines that exclude costs for preparatory work from consideration in a funding proposal.
