Determining the shape of a literacy program

In every program situation, there are a number of nontechnical or soft issues to face, and questions to answer. These issues and how they are addressed, however, give a distinctive shape or form to a literacy project.

• Consider the issue of program scope.
• Make a decision on the matter of program sponsorship.
• Make a decision on the philosophy of program implementation.
• Give appropriate consideration to situational constraints.
