Types of literacy programs

 

Introduction
 

There are a number of different types of mother-tongue literacy programs in operation around the world.

 

The program types described here are distinguished by

 
  • delivery mechanisms and strategies
  • types of materials used
  • the target audience
  • program motivation, and
  • structural characteristics.
 

The choice of program type is conditioned by factors such as the following:

 
  • The needs and aspirations of the target population
  • The program goals
  • The motivations and contributions of partnering communities or organizations
  • Available resources
  • Policy constraints
