A typology of SIL literacy programs

 

Types of SIL literacy programs
 

SIL has developed and carried out literacy programs in many different countries and types of language situations. These programs can be characterized by a limited number of features and program variations related to these features.

 

The following table will give you an overview of the types of programs that SIL has carried out:

 

Program feature

Size

  • Small and informal (goal of less than 300 literates)
  • Modest (goal of less than 1,000 literates)
  • Large (goal of more than 1,000 literates)

Function or focus

  • Adult literacy (strong focus on the mother tongue)
  • Mother-tongue education
  • Transitional (strong focus on LWC)
  • Mixed (some combination of adult literacy and mother-tongue education

Strategy

  • To fulfill a contractual commitment
  • To support a government initiative
  • To respond to community initiative
  • To support scattered personal initiative
  • To support other program goals

Methodology

  • Done by translation team alone
  • Done primarily by a second team (1 or 2 persons) assigned to the project
  • Done by a macro team

Activity

  • Strictly literacy
  • Literacy and some promotion
  • Vigorous promotion and some literacy

Delivery mechanism

  • SIL or similar team
  • Church or similar religious institution
  • Local school
  • Other community based organization
  • Government sponsored framework

Timing

  • Before SIL program can start
  • Integral to SIL program
  • Late in an SIL program
  • After SIL program is otherwise finished

Scope or extension

  • Primarily literacy
  • Literacy and some development work
  • Literacy and extensive development work
  • Extensive institution building

Means of funding

  • Primarily personally funded
  • Community support (usually voluntarism)
  • Minimal external funding (less than $10,000)
  • Modest external funding (less than $50,000)
  • Large scale external funding (above $50,000)
