SIL statement of goals with respect to literacy (1971)

 

Legislative statement
 

As SIL developed as an organization, its concept of its task has evolved as well. The following 1971 legislation (literacy-related text marked for emphasis) addressed the broad issue of program goals including literacy:

 

MOVED to replace the 1969 Conference action of the SIL, Inc. ... with the following (Refer to Articles of Incorporation: Article II. a.):

Statement of Goals.

The primary purpose for the existence of the Summer Institute of Linguistics is to (a) provide training in language learning and linguistic analysis, (b) carry on linguistic investigation of minority group languages wherever they may be found, and (c) provide a writing system for such languages and a literature which will be of educational, cultural, moral and spiritual value.

In order to achieve objectives (b) and (c) in specific languages, and to fulfill any contractual obligations we may have, we recognize as essential: 1. Language learning, linguistic analysis and publication of linguistic papers. 2. Literature preparation including translation of books of high moral value. 3. Preparation and introduction of literacy materials.

We also recognize that our workers will find it necessary to engage in some of the following activities: 1. Help to ethnic minorities, including: a. Medical aid. b. Assisting in national programs to stimulate the use of the national language. c. Practical and technological helps. d. Community development projects. 2. Group service and service to other groups. 3. Teaching of linguistics to nationals and others. 4. Anthropological observation and preparation of anthropological data. (1971)
