Statements of possible strategic innovation

 

Introduction
 

In the decade of the '90s, both the need and the opportunity for SIL involvement in literacy intensified. In response, a number of strategic options were explored to help position SIL to respond more vigorously to changing international conditions.

 

The following strategy statements capture some of the corporate reflection on possible courses of action. This process of reflection continues and it is almost certain that additional legislation will adjust SIL field strategies and priorities in the future.

Legislative statements
 

Here are some strategy statements about literacy:

 

EXTENDED LITERACY EFFORTS

WHEREAS literacy is crucial to the success of the overall work and ministry of SIL, and WHEREAS literacy is an international priority during the present decade, and WHEREAS SIL has trained and deployed researchers and technicians throughout the world in more than 800 contexts who have the needed linguistic training to lay a foundation for basic literacy, and WHEREAS service in literacy is consistent with SIL's philosophy of service to host governments, institutions, and peoples, and WHEREAS some of our field entities believe it is both appropriate and necessary that they undertake literacy efforts which may extend beyond a traditional level of commitment,

MOVED to adopt and publish the following statement of SIL support for extended effort in literacy: Where circumstances warrant, resources permit, and relevant parties agree, SIL is open to initiating and supporting programs in literacy, education, and national training which extend beyond the limited scope of literacy efforts in traditional language programs. (1991).

ALTERNATE LITERACY DELIVERY STRATEGIES

MOVED to endorse development of alternative literacy delivery strategies, such as Regional Literacy Teams, in situations where such are indicated and where field entities signal their willingness and desire to initiate and support such strategies. (1991).

SEPARATE LITERACY ORGANIZATION

MOVED to look with favor on the establishment of a related organization of SIL, the primary purpose of which will be to generate the personnel and funds needed for SIL's work in literacy worldwide and to request the International Administration to research and prepare a detailed proposal for a literacy organization for the May, 1992, Board meeting. Further, the Board recognizes the primary need for the selection of a leader for this organization. (1991) (NOTE: It was subsequently decided by the SIL administration not to move ahead with the implementation of this motion.)
