Suggests approach that serves to strengthen the image of bilingual teachers and benefits language-minority students, their parents, and communities. Discusses criticism of schools, teachers, and bilingual education programs.

 

Refutes fear that home-language maintenance will hinder English acquisition, and lists benefits of bilingual education. Reviews teacher concerns about the inadequacy of their preparation. Agrees with Freire's views about empowerment, and relates them to teachers and students.
