Abstract
 

Goal of the programs was to start the ongoing progress for spreading literacy. Needed to develop a positive attitude toward literateness through

 
  • training a sufficient number of literate people
  • training teachers, and
  • producing and distributing literature.
 

Gives guidelines for six-year programs; who was involved, when and where activities occurred, and how teachers and students were encouraged. Has three parts:

 
  • Provides general background, describes the national and local setting of the language groups, and discusses the rationale of the project.
  • Discusses organization and development, personnel, classes, materials, problems, and results.
  • Gives an assessment of success or failure, key elements contributing to results, positive effects in regard to development, and suggestions for improvement.
