Discusses maintenance of cultural, linguistic, and religious values of ethnic minorities within a pluralistic state. Considers how to achieve a balance of political power to provide for rights of minorities. States that "educational solutions by themselves cannot bring about changes in the structure and strategies of social closure in society that result in massive inequalities and discrimination for those excluded on grounds of race, ethnicity, and social class." Concludes "advantages and better life chances 'will not be achieved without political action and struggle'."
