  • Alan Rogers states individual learners will not learn until literacy becomes a preoccupation rather than an awareness. Believes literacy programs need to be built on the preoccupations of each individual group of learners. Argues that the local is the most important dimension, not the international.
  • H. S. Bhola discusses the importance of reconciling national visions with local community needs. Feels materials should be available from national and regional sources, to supplement with locally designed curricula and materials.
  • Susan Malone comments on the acceptance of the Papua New Guinea government of mother tongue education and support of the development of mother tongue preschools.
  • Cooper adds information about Shell books as a source of reading material, and refers to Mike Trainum's 1989 article in Read Magazine.
