Chapter 10 states that in addition to the three major prerequisites listed in Chapter 2, include the following to preplan a successful bilingual school program:

• Recognize the need for bilingual education in the national education program
• Provide adequate administrative and budgetary support
• Prepare a realistic schedule to prepare and publish textbooks
• Choose a textbook committee to serve in an advisory capacity
• Establish supply lines
• Orient the local community
