States that phonemic spelling helps beginners, but morphophonemic spelling helps fluent readers. Advocates a practical orthography which is sufficiently accurate phonemically, so decoding is possible. Keeps the meaning units in their basic form whenever possible (morphophonemic spelling). Adjusts toward community acceptability by conforming to the national language. Sets rigid standards for how writing should look and includes a bibliography. | |
