"The idea for reading clubs arose out of both experience and what I was reading at the time I was preparing material to teach at the literacy course at the Administrative College. I read several articles about literacy programs overseas, mainly in middle east countries, where literacy programs had been founded by UNESCO, many on massive scales, but the new literates had not been able to continue reading, and had lost their skills. At this time, people were coming through to reading in the adult classes (the primer classes); I was aware that many of them were not strong, and it would be easy for them to slip back into illiteracy. So, putting the two together, I realized the need for reading clubs" (page 11).
