Summary
 

Chall proposes a six-stage model to describe the reading process. Begins with State 0 (birth to age six level) and culminates with Stages 4 and 5 (high school and college level).

 

Analyzes the content of children's reading. Characterizes the stages in terms of underlying psychological processes, goals, modes of reading, and materials to read.

 

Comments that at Stage 2 (in the United States and abroad), adult literacy programs often falter. They lack readable materials with familiar language and content and also lack a compelling need to keep on reading. New readers may not be able to achieve fluency at State 2 and progress to Stage 3 (reading a newspaper or a pamphlet with new agricultural information).
