Elaborates on a basic principle of SIL. To have a self-propagating program, it must not only train people to perform a task, but must also train them to train others. Goal is to train mother tongue speakers to teach, supervise, and prepare materials. Charts a clear synopsis of the general plan used among the Aguarunas for keeping a balance. They needed balance between

• linguistic investigation
• ethnographic research
• the education program
• preparation of school materials
• the health program
• the community development program, and
• the literature translation.
