Summary
 

Presupposes mastery of the language of instruction before a student can master literacy at successive levels. Discusses the relationship between language and literacy and diagrams conceptual components of interpersonal communication. Views literacy from a linguistic perspective. Emphasizes the need for a phonological analysis before attempting graphical, psychological symbols. Concludes that reading in a second language is made easier by choosing graphic symbols that best correspond with phonetic values in both the first and second languages. Needs knowledge of a language's syntactic construction to prepare educational materials so they will be natural and will not distract from their intended purpose.

Evaluation
 

Writes from perspective of a linguist-administrator rather than a literacy specialist or educator. Readers will benefit by studying more recent publications in literacy methods.
