Summary
	Formulated long-range plans, but none were approved in 1989. Nevertheless, some people were certain that 1990 would include a great deal of literacy promotion in all forms in Papua New Guinea. The United Nations declared 1990 to be International Literacy Year. These people hoped to be a part of making that a significant date in the history of mother tongue literacy in Papua New Guinea.
