Summary
 

Cooper writes that Smalley and Stubbs believe a primary consideration in formulating an orthography is that mother tongue speakers must like it. Discusses development of writing systems for Iu Mien language and gives reasons for adopting or abandoning them. Some are in Thai script and some are in Roman script.

 

All writing systems developed since 1954 meet major criteria. Reasons have been sociolinguistic and cultural. One orthography in each script accepted for use. Stresses that sociolinguistic, cultural, religious, and political factors were primary forces in developing eight separate Iu Mien orthographies rather than linguistic analysis.

Evaluation
 

Is a good discussion of sociolinguistic and cultural factors that are involved. Would like to know more of some other problems alluded to (pedagogical) but not his focus. Makes one consider going slow in establishing orthography to avoid creating division. Dietsch presents a very interesting case study. Includes a good presentation of determining factors. Gives no solution or interpretation of situation other than to state the sociocultural factors are key elements.
