Describes the process for developing full individual potential. Community has the responsibility for making all decisions such as selecting trainers, methods, and locations. Foreign consultants' responsibilities are to share knowledge and skills and to help foster community independence.

Evaluation
 

Gives a brief community development overview with specific examples tied into the 10 principles of community development. Evaluator found approach very informative and examples most enlightening.
