Summary

Denies that literacy is "a neutral technology." Reflects specific ideology, varying in context. Ideological model contrasts with the autonomous model (evolution perspective). Is sympathetic to Freire. Criticizes the autonomous model; explains ideological model, drawing on anthropology, and sociolinguistics. Presents a case study (Iran).

Evaluation

Evaluator was very impressed with author's viewpoint, illumining how SIL's impact may be perceived by the world (in either model). Is important to think about where SIL is coming from, and to be able to defend impact with reference to a model.
