When possible, it benefits SIL administrators and fieldworkers to predict the receptivity of a community to a mother tongue literacy program before starting one. Gives the following reasons why people like to predict the degree to which a community will accept VL literacy before a program is initiated:

 
  • The high cost of developing literacy for a mother tongue language in terms of time, money, and personnel
  • The large number of mother tongue languages in the world (over 5,000)
