What is a primary institution?

The primary institution in a literacy program is the one under whose direct authority the program is carried out.

Discussion
 

Relationships here should be close enough so that the primary institution understands the problems and internal workings of the literacy programs and of the institution carrying them out. There should be mutual confidence that each feels the other is available to listen and offer advice.
