What is a technical issue?

A technical issue is a program issue that tends to be objective and to have obvious implications for the shape of a language program.

Here is an example of a technical issue:

• If a target population is monolingual, you would not plan a program which depends primarily on transition from the language of wider communication to the mother tongue.
