Was published with Indonesian funds from PENMAS (community nonformal education agency). Was joint venture with World Bank and University of Massachusetts cooperation.

Main task of PENMAS was to teach Bahasa Indonesian throughout the 27 provinces. Secondary task was to train Indonesians at University of Massachusetts (30 received MA degrees) to become facilitators within Indonesia. Gives the following educational goals set for Kejar (project catch up):

• To aid the development of a spirit of one nation
• To teach the national language
• To teach reading and writing
• To teach simple mathematics
• To teach basic content in six areas (page 40): health, nutrition, sanitation, hygiene, family planning, and agricultural practices
